Shall Excelsior Springs School District #40 issue its general obligation bonds in the amount of $20,500,000 for the purpose of constructing, improving, repairing, renovating, furnishing and equipping school facilities, including constructing a new Elementary School and renovating Elkhorn Elementary School, ES Middle School, ES High School and other District facilities for early childhood education, to be completed as Phase 1 of the District’s Long Range Facility Plan? If this question is approved, the District’s debt service property tax levy is estimated to increase by $0.19 from $1.02 to $1.21 per one hundred dollars of assessed valuation of real and personal property.

What buildings will be  remodeled or rebuilt?
Phase 1:
Build a replacement building for Westview at Wornall and Lodwick.
The high school would see the remodel of the commons area.
The middle school would receive updated paint, HVAC, and signage.
Elkhorn would remodel the cafeteria, replace some windows and tear down and replace a couple of classrooms.
Tear down back half of Westview and convert front half into an Early Childhood Center.
Tear down the Monterrey Motel and use space for parking and traffic flow.

Phase 2:
Replace Lewis with a new school on same land.

Why is Westview being rebuilt first?
A year long study was performed by architects and engineers to grade each facility.  The back half of Westview received the lowest scores in the district and needed to be addressed first.

Why not build one big elementary for everyone?
The community survey expressed the desire to have neighborhood buildings that kept the K-5 model. The district couldn't afford to build one large elementary.  And the traffic concerns for a building that large wouldn't be good for the community.

Will this vote cover the cost of replacing Lewis?
Proposition A is a $0.19 tax increase that will only authorize Phase 1 of construction.  In a couple of years, another public vote would be a "no tax increase" bond to authorize the school district to build Lewis.  The $0.19 increase from prop A is all of the money needed to complete all phases of construction.
